Social Association of Angyalföld (Budapest, Hungary)
The European Community has already mentioned in its Treaty of 1958 the rehabilitation of desabled persons and their employment. On the 20th of June 1983. the General Assembly of the International Labour Association published its 168th recommendation on professional rehabilitation and employment. In the same year Hungary adopted its first detailed legal regulation (8/1983. Ministy of Health and Ministry of Finance joint decree) which dealed with the employment regulation of desabled people (due to birth defect, growth disorder, accident etc.) and their subsidazation.

The Social Association of Angyalföld was founded on the 21th of June in 1996, with the participation of 19 natural and 1 legal person. Any private individual can be a member of this association whose permanent domicile belongs to the 13th District of Budapest, or any legal person with premises in the 13th District, whose intention for membership is declared by its legal representative. Nowadays the number of the association’s members means approximately 2500 persons, of which the payment of subcription of roughly 1700 persons or families with bad circumstances, has been undertook by the Capital Budapest’s Municipality of the 13th District. Through the usual membership there is the possibility for any natural and legal person or organization without legal entity to be a supporting member of the Association.

At this time our Association hires 53 employees of desabled people and hereby imparts them a profitable and persistent job. One of our main activities is the operation of the shop-network (which contains four units) where we sell fundamental groceries and domestic goods for the people in need, regardless of the retail price margin.

Over the economic factors, the Social Association of Angyalföld, for those disabled unemployed, who are in the most difficult, maybe hopeless situation among the unemployed, not only creates workplaces in a simple meaning with this project but so much more. Many of these people are permanently unemployed, and for them even the adaptation to a workplace could be a problem too. They were living during a long time of a minimal disability pension or social allowances, and in many cases, besides their health problems they also suffered some mental or physical regression.

As we have outlined above, our offered jobs are built up by simple activities, semiskilled works that can be done stayed sitting and don’t need to use complicated equipments or tools. In our further plans there is the wish to extend these manual activities on the base of our experiences, mostly because of the coercive influence of the market’s situation: it became necessary to assume some higher appreciated elements.
